About the Enhanced ActiveX webcam for streaming video
After several requests, I activated the included D-Link ActiveX plug-in to
support streaming MPEG-4 video. The very first time you connect to the ActiveX
page, the webcam will install the streaming video plug-in to allow you to view
its compressed video. This is much improved over the above javascript method
but requires Internet Explorer 5.x or above.
Just click "yes" to accept the plug-in.

In about 40-60 seconds, a warning will popup asking if you want to install the
D-Link MPEG-4 video plug-in.
Click yes (note - this plug-in is from
D-Link corporation and installed directly from the webcam's built-in
web server to your browser. It has been created and tested by D-Link
corporation to provide high-quality webcam video and is completely safe).

Technical Details of the Dubai Webcam
This upgraded webcam is a D-Link model DCS 2000. It includes a built-in
webserver, MPEG-4 hardware codec, and an MPEG-4 plug-in for Internet Explorer 
Maximum video quality is 640x480 at 10 frames per second or 320 x 240 at 30
frames per second
Streaming speed is selectable from 64 kbps to 2,100 kbps
Since my Etisalat DSL has such low outgoing bandwidth, I currently set the
webcam at 2 frames per second at 640x480 and 256k per second streaming speed.
